Dimensiones de la gobernanza del riesgo de desastres: Una revisión sistemática

Resumen
Este artículo aborda la gobernanza del riesgo de desastres a través de una revisión sistemática, enfocándose en cuatro dimensiones clave: el marco institucional, la toma de decisiones, la participación de los actores y las configuraciones de los tipos de gobernanza. El estudio destaca una brecha significativa en la literatura actual, al evidenciar que los marcos y estándares existentes no están preparados para cumplir con los objetivos globales de reducción de desastres, y que las estructuras de poder dentro de este campo presentan desequilibrios que obstaculizan la cohesión y cooperación necesarias. Utilizando una metodología rigurosa basada en la revisión de bases de datos internacionales y latinoamericanas, el artículo ofrece una visión crítica de los desafíos del campo, y sugiere la necesidad urgente de transformar la gobernanza del riesgo de desastres para promover un desarrollo económico y social más equitativo y resiliente. Los hallazgos subrayan la importancia de replantear las relaciones de autoridad, mejorar la participación inclusiva y adaptativa, y fortalecer las bases institucionales para enfrentar los riesgos de manera más efectiva.
